Arbitration
Referees are important to HC Oranje-Rood. Every game that is played should be refereed by two referees who are independent and have knowledge of the rules. And everyone, from players to spectators, appreciates it enormously when a game is well refereed.
Policy Plan
To realize this, we have been working for several years with an arbitration policy plan that sets out the main agreements and ambitions.
Parents of both youth players and seniors are expected to actively volunteer within the club. One such contribution is whistling matches.
HC Oranje-Rood therefore invests in youth training and an education for the parents of youth members and seniors.
Game Rules Course
Understanding the rules of the game is important for the quality of the game and therefore the enjoyment of the game. We therefore believe that we should start early with members and parents to learn more about this.
From the C-youth onwards, all players are invited to take the Laws course. From the B-youth this is mandatory. And moving up to the A-youth is NOT possible without a certificate.
The game rules course is taken online and concludes with a presentation night in preparation for the exam where the finishing touches are added. This is mandatory for the youth. This is followed by a written exam at the club. The time investment is generally 2 hours online + 2 hours presentation + 1 hour exam.
Our ambition is to offer a course to the group every month during the field season. Interested parents, uncles and aunts are cordially invited... A prerequisite is a UNIQUE email address per candidate.
To give entry-level A youth a chance to pass their game rules exam, we will have a session for entry-level players during the first few weeks. This is mandatory.
HC Oranje-Rood has been active for years with the advanced course, also called CS+ course. Once started at EMHC under the guidance of two association referees and later shaped together with Oranje-Zwart we now have a nice whistle club with advanced whistle blowers (CS+ and association referees) who can be admired weekly at the club in the yellow shirt.
Would you like to learn to whistle better, already have some matches in your legs, but want to learn to manage matches a little better or sharpen your practical game rule knowledge? We offer you the advanced course where you can take the next step with some guidance from our learning coaches. Of course this does mean that you will have to whistle regularly to learn to apply all the tips and instructions. As a rule, the duration of such a course is one season and you whistle 10 to 15 times.

We are permanently seeking additions to our HCOR whistle group in order to grow it substantially in the coming years. This is necessary to further meet the club's demand for quality with respect to arbitration.
Guidance for beginning whistlers
Starting whistlers learn the trade by regularly whistling a match. This should be possible in a safe environment where this learning is allowed. Every year there are about 250 players who get their certificate and then "may" whistle. This does not mean that everyone can whistle immediately, but we want everyone to have the opportunity to discover whistling in a fun and sportive way. For some it will remain a yearly obligation, others like to improve their skills. These can then join the advanced course later.
The referee committee does not have the capacity to supervise all of these 250 new whistlers 1-3 times. We therefore ask the C- and D-teams, where these whistlers also often make their first whistle meters, to provide someone who can provide this guidance in particular. This is mainly about creating the right match climate, managing the match environment (behavior of coaches, players and public) and here and there a tip about the basic whistling itself (blowing the whistle loudly, pointing clearly, position: am I standing where I can see, etc.). These are basic pointers, allowing starting whistlers to focus on the game rather than on impulses from the environment.
How can you help us?
Guidance for beginning and advanced whistlers is very important. We still have some vacancies and would like to supplement with enthusiastic members who would like to work with the committees to pick up some specific topics. We are a young club, so much still needs to really take shape. Arbitration is not an additional phenomenon, but something we can distinguish ourselves with as a club.
In particular, for coaching starting whistlers, we are looking for parents who have children in the C and D ages and who would like to accompany a match of a starting whistler a few times a year (many hands make ...).
